Publication ethics
Journal Voprosy obrazovaniya / Educational Studies works in accordance with the norms and standards established by the Committee on Publication Ethics, COPE.
Editorial team focuses on the values of mutual respect, scientific cooperation, support and exchange of experience among the educational community.
Publication in the journal is always free for the authors, the editorial team does not charge a fee either for publication, or for working with texts, or for editorial and publishing preparation of articles.
All participants of the editorial process — authors, reviewers, members of the editorial board and council — should inform the editors about the relations that lead to a conflict of interests. Whether it is caused by personal relationships, beliefs, or scientific rivalry that hinder the impartial consideration, review, and decision-making about the publication of research results.
Copyright policy
Work submitted to the journal should not have been published previously in their current or similar form, nor should it be under consideration for publication elsewhere. By submitting work to the journal, authors thereby acknowledge, taking responsibility, that their publication does not infringe any existing copyrights, and all actual or potential conflicts of interest regarding copyright and publication of the work in question have been disclosed and resolved.
Authors retain copyright and grant to the Publisher (HSE University) the right to use their work(s) for reproduction, publication, reissuing, adaptation and distribution. It is a simple non-exclusive license, free of charge, except when other arrangements are agreed upon in writing. Published works corresponds to CC BY-NC 4.0 license that allows others to share and use the work with acknowledgement of the work's authorship and initial publication in this journal, indicating if changes were made and not for commercial purposes.
Authors may enter into other contractual arrangements for the non-exclusive distribution of the work published version (e.g., posting it to institutional database or publishing it in a book), with reference to its original publication in this journal. Authors are permitted and encouraged to post their work online (e.g., in institutional database or on website), as this can lead to productive collaboration and a wider citation of the article.
Permission to reproduce material protected by copyright
Authors wishing to reproduce tables, figures, charts, images, excerpts of text amounting to over 400 words, or any other content of copyright protected work should formally secure written permission to do so prior to submitting the manuscript in question.
Voprosy obrazovaniya / Educational Studies requires the following rights for any material currently protected by copyright laws:
- non-exclusive rights to reproduce and distribute the material in question;
- the right to publish and distribute the material both in print and electronic formats;
- the right to publish and distribute the material indefinitely, i.e. there should be no time restrictions on the use of the material or licenses with expiration dates, etc.
Furthermore, authors who reproduce previously published material should observe the following rules:
- permission to reproduce the material in print and electronic form must be affirmed by a written proof of consent statement approved by the copyright holder, as well as any minor adaptations of that material;
- authors must inform the copyright holder if the material significantly alters;
- author must fully acknowledge the source in a caption (for tables, charts, diagrams, images, etc.) or a citation (for excerpts of text), also indicating the source in the list of references;
- when using any content that is freely available on the Internet, have previously clarified information about the copyright, and, if necessary, obtained permission to use it.
Plagiarism and self-plagiarism policy
The Editorial Board of Voprosy obrazovaniya / Educational Studies seeks to uphold the strictest standards of academic integrity and protects the rights of authors and copyright holders, therefore plagiarism is unacceptable. When authors submit an article they confirm (online) that their work has not been published previously and is plagiarism or self-plagiarism free.
All materials, phrases, and ideas borrowed from another text should be formatted accordingly, direct citations enclosed in quotation marks and properly cited, and the source listed in the bibliography.
The editorial policy does not allow:
- copying the work of another person verbatim without attribution, the use of quotation marks, and a reference to the source;
- incorrect paraphrasing of another person's work. Significant incorrect paraphrasing (more than 10 percent of the original work) without reference to the source is equal to verbatim copying;
- using elements of another person's work without attribution, such as a figure or table without acknowledgment and reference to the source. Authors must obtain permission from the copyright owner to use elements of their work;
- If certain elements of an author’s work have been published before, including in an earlier issue of VO / Educational Studies, author is required to acknowledge the previous publication and indicate how the newer text differs from and builds upon it. Copying one's own work verbatim and paraphrasing it is not acceptable, it can only be used as a basis for new findings.
The editors recommend including in the list of references materials that the authors prepared earlier in the process of research, including conference proceedings, presentations from seminars, etc.
Allegations of plagiarism can damage a researcher's career, so the editorial board takes all such cases seriously and considers them carefully. In order to ensure an objective unbiased response, the Editorial Board considers the arguments of all interested parties, but makes its decision on the basis of independent expertise. The editorial staff reserves the right not to consider cases if the plaintiff provides false information about his or her identity or behaves in an inappropriate or threatening manner toward the journal's staff. The editors are not obliged to discuss cases of alleged plagiarism with third parties.
