Abstract
A.E. Ivanov – the Associate Professor of the Department of Public Administration of the Graduate School Management of the Saint Petersburg State UniversityIn his article the author examines two ways of placing orders, such as electronic auction and open bidding. Moreover, the author presents a quality analysis of the mentioned procedures and some observations regarding their shortcomings as well as current problems, for which there is suggested a number of possible solutions.
