Modular-competent approach in the development of “State and Municipal Procurement Management” program

Abstract

The author shares her ideas on goals, principles and basic directions of the Centre of Professional Development for State and Municipal Employees which is known as a part of the Institute of Supplementary Professional Education of State and Municipal Employees of North-Western Academy of State Service (NWASS).

One of the crucial principles of the Centre’s work is the modular-competent approach in the development of advanced training programs. The article provides a detailed research of this method to point out its advantages.
